Chinese Standard Bans Harmful Substances in Leather and Fur

Chinese Standard GB 20400-2006, Leather and Fur - Limit of Harmful Matter, has been issued by the People’s Republic of China as a mandatory requirement that goes into force December 1, 2007. The Standard stipulates the test methods and limits for harmful substances in leather and fur consumer products, which are produced, sold, used in or imported to China. The limits of harmful substances in GB 20400-2006 are consistent with the limits established by the European Union and Japan. 

 

Banned Aromatic Amines

GB 20400, Appendix A, lists the names and CAS numbers of 23 kinds of banned aromatic amines. (Please see reverse side for list.) Any residual amines must meet the limits shown in the table below.  

 

Restrictions

Covered products fall under the following three classes, based on the end-user:

  • Class A: Products for babies - such as underclothes, socks, outerwear, hats, bedding
  • Class B: Products with direct skin contact - such as underclothes, gloves without lining, socks, leather sleeping mats, tight fitting clothing without linings
  • Class C: Products without direct skin contact – leather clothing, tapestry, decorations

Test Methods

Banned azo colorants shall meet testing requirements under standard GB/T 19942-2005, Leather and Fur-Chemical Tests – Determination of Banned Azo Colorants.  Determination of free formaldehyde will follow GB/T 1994-2005, Leather and Fur-Chemical Tests – Determination of Formaldehyde Content in Leather, MOD.  If, under recommended testing, there is discrepancy in the results, chromatography will determine the outcome.
