New Reference Number for Low Voltage Directive: 2006/95/EC

March 2007 (07B-114)

The European Low Voltage Directive, 73/23/EEC, has recently been subject to a codification requiring a new reference number. According to this new codification, the European Low Voltage Directive 73/23/EC has been replaced by 2006/95/EC.

The new European Directive 2006/95/EC covering low voltage electrical equipment designed for use within certain voltage limits, has been published in The Official Journal of the European Union (OJEU) of 27 December 2006 and entered into force on 16 January 2007. The old Directive 73/23/EEC was repealed on the same date.

NOTE: The European Low Voltage Directive 2006/95/EC is only a codified version of the European Low Voltage Directive 73/23/EEC.  The content of 2006/95/EC is identical as the text of the European Low Voltage Directive 73/23/EEC, modified by 93/68/EEC.

Reminder: Requirements of Low Voltage Directive

  • The European Low Voltage Directive is applicable for all electrical equipment designed for use with a voltage rating of between 50 and 1000V for alternating current and between 75 and 1500V for direct current.
  • Electrical products that are covered by the Low Voltage Directive requirements may be placed on market only if they have been constructed in accordance with good engineering practice in safety matters in force in the European Union. Electrical products shall not endanger the safety of persons, domestic animals or property when properly installed and maintained and used in applications for which they were made.
  • Before being placed on the market, the electrical equipment must have affixed to it the CE marking attesting its conformity to the provisions of European Low Voltage Directive.

Application of Low Voltage Directive 2006/95/EC: References made to the repealed Directive 73/23/EEC shall be constructed as being made to Low Voltage Directive 2006/95/EC.

  • New products sold after 16 January 2007: Documents (declaration of conformity, technical documents, marking or instructions…) that accompany new products put on the market after 16th January 2007 should refer to European Low Voltage Directive 2006/95/EC.
  • Products already on the market before 16 January 2007: Where the documents refer to the previous European Directive 73/23/EEC; if they continue to be placed on the market, manufacturers and/or importers should arrange modifications to ensure documents are in accordance with European Directive 2006/95/EC for future shipments.
