Updated Requirements for Products Exported from China: Toys Included in Scope for Urgent Notice #671

AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China) has further defined the scope of applicable  products to include toys under its Urgent Notice #671. This Notice has mandated all Chinese Inspection and Quarantine Bureau (CIQ) offices to strengthen supervision efforts of all their toy factories. The toy products within the scope of the Notice will need to meet specific testing requirements prior to exporting.

Listed products under the Scope
Toy products designed or intended for children under the age of 14 will now be included. These products are used for playing such as toys, plush toys, soft body toys, squeeze toys, electric toys, and ride-on toys, including:
 Bamboo toys  Paper toys
 Electric toys  Plastic toys
 Ejection toys  Ride toys
 Metal toys

Export declaration for toys under Urgent Notice #671  

During declaration for the export of toys, test reports submitted by a recognized laboratory must indicate compliance with the mandatory safety requirements of the destination country. The test reports are to be issued within one year from a recognized laboratory under the China National Accreditation Service for Conformity Assessment (CNAS), which is the China accreditation body for laboratories operating under the International Accreditation Forum (IAF) membership.

Under Urgent Notice #671, the product must comply with the technical requirements and standards of the country it will be exported to. Where the target market or technical regulations and standards are not clear or not requested, Chinese existing mandatory requirements for testing will be followed.

The main requirements are as follows:
Destination Country Safety Standards
Europe EN 71-1, 2, 3
US ASTM F963 / CPSC 16 CFR sections related to mechanical hazards, flammability and heavy metals
Japan ST Mark , Japanese Society of Toys Standards
Others* China GB Standards

*Other countries and regions will be subject to:
1. Other toys: GB (Chinese) national toy safety specifications
2. Electric bicycle and other toy vehicles for outside use: GB 14746,14747,14748 and14749

Description of Products under Urgent Notice #671  

Bamboo Toys:  Bamboo and wood, non-weight bearing children’s toys.

Electric Toys: Where there is at least a need to use the function playing less than or equal to the rated voltage of 24V toy products, including electric toys, toy video, sound and light toys.

Ejection Toys: Through to the storage and release of energy during launch (i.e., catapult toys).

Metal Toys: Toys made of metal materials from the main body, non-weight bearing toy products, including mobile and static metal toy metal toys.

Paper Toys: Paper and/or cardboard as the main raw material for non-electric toys, including toys with paper components, puzzle toys, and origami toys. Similar stationery toys including: watercolors, oil paintings, and pigments; crayons, glue, kits, modeling clay, and other similar stationery toys.

Plastic Toys: Toys normally made of plastic from the main body, non-weight bearing children’s toy products, including mobile and static plastic toys.

Ride Toys:  Weight-bearing children’s toys such as:
 sports toys: 20kg weight-bearing children’s toys with motor function toys;
 skates, skateboards, toys and other children's fitness balls;
 children bicycle (the largest with a saddle height of 435mm ~ 635mm); and children tricycles, children carts, infant stimuli, toy bicycles (with a saddle height of less than 435mm), electric bicycles, and other toy vehicles.

Each of these organizations is responsible for laboratory accreditation in their respective areas and is a member of the International Accreditation Forum (IAF) and a signatory to the IAF Multilateral Recognition Arrangement (MLA).

Our Bureau Veritas Shanghai laboratory and our joint-venture Shanghai laboratory (Shanghai SIC-MTL Testing Co.) are CNAS Accredited Laboratories.  Our Hong Kong Laboratory is HKAS accredited and their test reports have been accepted by CNAS as both organizations are signatories  under the IAF Multilateral Recognition Arrangement (MLA).
