Update of Mandatory Standards Including GB 4806.15-2024 Food Contact Adhesive use in China

The Chinese National Health Committee (NHC) published 47 food safety standards and 6 corrigendum in notification No.1 of 2024. There are 1 mandatory standard over adhesives for food contact materials and articles and 1 standard on food contact test method of solvent residues among them. While the standard for food contact adhesive GB 4806.15-2024 is a new standard, it will be implemented from 8 February 2025. The table below provides summary of standard of adhesive for food contact application.

1 Scope

  • Applies to adhesives for food contact materials and products.

2 Terms and definitions

  • Defines adhesives for food contact materials and articles.

3 Product category

  • Categorizes adhesives as direct and in-direct contact with food.

    • Direct contact with food: applied on food contact surface, intended to contact with food directly.

    • In-direct contact with food: applied on non-food contact surface, not intended to contact with food directly, but its constituents may migrate into food.

4 Fundamental requirements

  • Defines general principles need to be met, such as complying with GB 4806.1.

  • Manufacturer and user of adhesives shall control safety risks by various means, and shall minimize the amount of adhesives being applied or residue if expected function is reached.

5 Technical requirements

 

5.1 Raw material requirements

  • Direct food contact adhesives of which ingredients shall have been approved under Appendix A and relevant notifications. In-direct food contact adhesives of which ingredients shall have been approved under Appendix A, B and relevant notifications.

  • Additives shall have been approved under GB 9685 and relevant notifications. Additives for direct food contact adhesives also can be used for in-direct food contact adhesives.

5.2 Sensory

  • Stipulates sensory requirements.

    • Sensory: shall have normal colour, without odour, dirt, etc.

    • Migration solution: shall have no colouration, turbidity, participation, odour, etc., that deteriorates the organoleptic characteristics.

5.3 Physical and chemical requirements

  • Stipulates general physical and chemical requirements. Overall migration, consumption of potassium permanganate, heavy metal (as lead) shall apply to direct food contact adhesives. These parameters shall follow requirements under standards of direct food contact materials for in-direct food contact adhesives

    • Overall migration ≤ 10 mg/dm2, infant’s products ≤ 60 mg/kg;

    • Consumption of potassium permanganate ≤ 10 mg/kg;

    • Heavy metal (as lead) ≤ 1 mg/kg;

    • Primary aromatic amines: not detected (detection limit = 0.01 mg/kg).

  • Stipulates specific requirements that shall meet relevant standard requirements that depending on ingredients and additives being used.

6 Others

 

6.1 Migration test

  • Shall follow GB 31604.1 and GB 5009.156, unless exceptionally stipulated in this standard.

6.2 Labelling

  • Shall follow GB 4806.1.

  • Adhesive categories shall be labelled (direct food contact adhesives or in-direct food contact adhesives).

Appendix A

  • Provides approved ingredients and their requirements for direct food contact adhesives, contains various polymers.

Appendix B

  • Provides approved ingredients and their requirements for in-direct food contact adhesives, contains monomers, other starting materials, polymers, etc.
